TITAN comes up with this error when a port in an active system is already in use or not available. As TITAN will not continue to run when you get this error, you will have to run DeactivateSys.exe.
To do so, go to:-
C:\Program Files\Tecom\bin\
Double-click on DeactivateSys.exe. The window below will be appear.
Click on Run.
Once all systems are deactivated, restart TITAN.
